Shiprock Woman Charged In Alleged $600 Smoke Shop Theft Near Kirtland

KIRTLAND โ€” A Shiprock woman has been charged with felony shoplifting after investigators alleged she stole a bong valued at about $600 from a smoke shop near Kirtland, according to court records.

Reiyonce Shaniah Spencer, 24, of Shiprock, is charged with one count of shoplifting over $500, a fourth-degree felony.

All charges are allegations based on court records, and the defendant is presumed innocent unless proven guilty in a court of law.

According to an affidavit for arrest warrant, San Juan County Sheriffโ€™s Office Detective Division investigators alleged the incident occurred May 24, 2024, at Rollit Smoke Shop, 4276 U.S. 64. The reporting party told deputies a younger woman allegedly took a bong valued at approximately $600 before leaving in a black GMC Terrain.

Investigators later reviewed surveillance footage showing a female suspect and the vehicle involved, according to court records. The affidavit states the vehicle carried New Mexico license plate BJXZ80 and was registered to someone investigators believed was older than the suspect.

Court records state investigators later connected the vehicle to a residence in Shiprock and conducted surveillance in an attempt to identify the suspect. The affidavit states investigators did not conduct a traffic stop during surveillance because the vehicle was located on tribal land.

Investigators further alleged the vehicle was involved in a warrant service traffic stop in January 2025 near the 39-mile marker of U.S. 64. During that stop, Spencer was reportedly arrested on an active warrant.

According to the affidavit, investigators later compared surveillance footage from the smoke shop with a booking photograph from early 2025 and alleged Spencer matched the individual shown in the store video. Court records state the business owner told investigators he wished to pursue charges.

Court records also show Spencer was previously charged in a separate 2024 shoplifting case involving Rollit Smoke Shop. Records indicate the earlier misdemeanor case involved a different alleged incident occurring June 7, 2024, and involved a bong valued at approximately $349.99.

That earlier case was dismissed with prejudice in March 2025 after the court cited that the deputy involved in the matter was โ€œno longer employed,โ€ according to the dismissal order.
